The Railways permit refund on cancellation of untravelled and partially travelled journey tickets, after deduction of cancellation charges. You can claim refund on unreserved, reserved, waitlisted and RAC tickets. However you must remember, that your ticket should be surrendered within a prescribed time

Frame vis-à-vis the scheduled/actual departure time of the train. Depending on these time frames a percentage of the fare will be deducted as cancellation charge. These are spelt out in greater detail in the following table.

* Do not count the day of journey, while calculating the time frame for surrendering tickets prior to and after departure of the train.

 

* Cancellation charges are calculated on the fare, which includes supplementary charge and reservation fee.

For night trains departing between 21.00 hours and 6.00 hours (actual Dep.), refund shall be granted at the station, either within the time limit specified above or within four hours of the opening of the Reservation Offices, whichever is later.

 * Night refund counters for computerised tickets are available at select stations. These counters work upto 23.00 hours where passengers can obtain refunds on current day untravelled tickets within the stipulated time. At other computerised Reservation Offices, which close at 20.00 hrs., passengers can obtain refund on current day untravelled tickets at the Station Booking Offices within the stipulated time.

Note:

a) Fare includes basic fare, supplementary charge, superfast charges and reservation fee.

b) For the purpose of counting days in advance, the day of journey is not to be included.

c) On surrender of "RAC" tickets, only clerkage will be levied, if no confirmation is made upto final display/preparation of chart. If a berth is allotted at the time of surrender of RAC ticket for cancellation, charges towards cancellation as shown above will be levied.

REFUND OF COMBINED TICKETS

a) You may have reserved tickets where some passengers are waitlisted and others confirmed. If such tickets are cancelled within 4 hrs of the scheduled departure of the train and upto 3 hrs after the actual departure of the train, full refund will be given on confirmed passengers, as well as waitlisted passengers. Only a nominal clerkage charge of Rs.10/- per passenger, will be deducted.


.b) If you know before the commencement of your journey that less number of persons will be travelling on a combined ticket than originally booked, you can claim refund for the passengers not travelling on that ticket. To get this refund, you should surrender the original combined ticket at the station. You will then be given the refund and a fresh Ticket for the remaining passengers who are travelling.


c) If you could not claim refund before the commencement of your journey, you should approach the Conductor/Travelling Ticket Examiner. After making necessary endorsements on the ticket and the reservation chart, he will issue printed certificate in the prescribed format which can be used to claim refunds for the passengers who have not travelled. You should apply for refund to the Sr.Divisional Commercial Manager.

Refund on Cancellation of Journey-Altered Tickets


If you have either advanced or postponed your journey, upgraded from a lower class to higher class or changed to another train and subsequently cancelled your tickets, refund will be granted after retaining two sets of cancellation charges. These will be calculated by:
i) Treating the journey alteration as a fresh cancellation.
ii) Treating the altered reservation as a fresh reservation.
Refund on Tickets Booked against Military Warrants
Military personnel who cancel tickets issued against Military concessional voucher which is partly paid in cash and partly paid through the voucher given by the Defence Authorities, will be refunded the cash portion only. The refund will be granted after deduction of due cancellation charges, at the station itself. As regards the voucher portion, necessary credit will be given to the Defence Authorities.
In respect of tickets issued against Military warrant, fully
paid by the Defence Authorities, Military personnel should cancel the reservation and surrender the tickets at the station and obtain a Ticket Deposit Receipt/Surrender Certificate.
Refund on Tickets Purchased on Credit Card
Tickets purchased on Credit Cards can be cancelled and Credit slip obtained only at such Railway stations where Credit Card Counters exist.
If you need to cancel your tickets at other stations, where such counters are not available, please cancel your reservation and obtain a Ticket Deposit Receipt. You can then apply to the Senior Divisional Commercial Manager of the respective Division/Chief Commercial Manager(Refunds) of the Zone to which the Ticket Deposit Receipt – issuing station belongs within 90 days from the date of commencement of journey.

Refund on Lost/Mutilated Tickets


No refund is permissible on lost tickets. Please inform the Reservation Office immediately, about the loss of your ticket. This will prevent the fraudulent refund of such tickets.
Refund on torn/mutilated tickets shall be admissible after the deduction of due cancellation charges, provided that the authenticity of such a ticket can be verified from it.


Issue of Duplicate Ticket in lieu of Lost/Mutilated Tickets


Charges for the issue of duplicate ticket before preparation of reservation chart will be as under:
a) 25% of total fare in case of ticket for journey upto 500 km. 10% of total fare, in case of ticket for journey more than 500 km. (subject to a minimum recovery of 25% of the total charges for the reserved ticket of 500 km).
b) 25% of the total fare, irrespective of distance, for tickets of trains which have separate all-inclusive fare structure on point-to-point basis, for e.g. Rajdhani, Shatabdi Express.
c) The 10% or 25% of fare clloected for issuing duplicate before preparation of reservation chart against LOST/MISPLACED Reserved /RAC tickects shall be refundable from PRS Terminals at destination stations after completion of Journey.

Charges for issue of duplicate ticket after preparation of reservation chart will be as under:


a) 50% of total fare in the case of lost reserved tickets.
b) No duplicate ticket will be issued in case of lost RAC tickets.
c) 25% of total fare in case of mutilated, reserved/RAC tickets. You should apply for refund to the Station Superintendent of the destination station or Divisional Commercial Manager/Chief Commercial Manager (Refunds)
d) No duplicate ticket will be issued in case of lost/mutilated waitlisted tickets.
e) If a passenger who has paid excess charges in train
on account of his reserved or RAC ticket being misplaced torn or mutilated makes an application to the Railway Administration for refund of the charges paid in train, the Chief Commercial Manager (Refunds) of the original ticket issuing Zonal Railway may after making necessary enquiry grant refund of total charge realised in train after retaining the cancellation charge at 50% of a single journey ticket for passenger provided that no one has taken refund earlier on the original ticket.


WHERE CAN YOU GET A REFUND?


A. You can get a refund across the counter
If you cancel your tickets within the prescribed time limits specified in the Refund Rules, you can claim your refund across the counter, at the station itself.

If you hold a computerised ticket, for journey commencing/ terminating in South Central Railway, you can collect your refund at any of its Computerised Reservation Centres. However, refund in such cases will be granted only if the ticket information can be verified.]
i) During the working hours of the Reservation Office and
ii) Before the preparation of the Reservation Chart for the relevant journey, from the station where the tickets is valid
iii) In the event of cancellation of your computerised tickets, You will be given a cancellation ticket which will contain details of the amount of refund and cancellation charges.
B. You can get a refund from the Station Managers/Deputy Station Superintendent (Commercial.)/Chief Reservation Supervisor.
If you wish to apply for a refund beyond the prescribed time limit, you can approach the Station manager in-charge of the Station/Deputy Station Superintendent (Commercial)/Chief Reservation Supervisor, to obtain spot refund. For this,you will first need to satisfy the nominated officials, that your ticket has not been used.
This facility is available only at certain nominated stations and is subject to the discretionary powers of the officials nominated:

Refund granted at this level is subject to a deduction of 10% of the amount in case of unreserved, waitlisted and RAC tickets and 50% of the amount in case of reserved tickets.


C. You can get a Refund from the Sr.Divisional Commercial Manager
If, for any reason, you are unable to obtain refunds across the counter or from the Station Managers, you have the option of applying for refund to the Sr.Divisional Commercial Manager/Divisional Commercial Manager


A step-by-step guide to claiming such refund has been outlined below for your convenience:
Step 1:
For totally unused tickets, obtain a Ticket Deposit Receipt from the Station Manager of the nearest major station.  This should be done within 30 days from the date of scheduled travel.
For partially-used tickets, collect the Ticket Deposit Receipt from the Station Manager of the station where you have terminated your journey. This should be done within 24 hrs. of the arrival of the train at that station.

Step 2:
Check the station index on Page No. and ascertain the Division to which the Ticket Deposit Receipt-issuing station belongs.
Step 3:
Apply to the Sr.Divisional Commercial Manager of the respective Division, within 90 days from the scheduled date of journey. No claim will be entertained beyond this time limit.
Along with your application, enclose your Ticket Deposit Receipt. Please retain a photostat copy of the ticket/TDR and any other documents enclosed. In your interest, you are advised to send your refund application by courier or registered post. There may be occasions, where you may have to seek a refund for a journey outside the South Central Railway Zone. In case you obtain a Ticket Deposit Receipt (TDR) at a station outside South Central Railway, ascertain the Zone in which such a station lies from the Station Manager.
Please apply for the refund to the Chief Commercial Manager (Refunds) of the relevant zone. Please refer Page No. for specimen copy of the application for Refund of fare and Ticket Deposit Receipt.

  Mode of Refund:
You are eligible for refund in any one of the following modes, under certain conditions.
X Spot Refund
This is an across-the-counter refund done at any Booking Office/Reservation Office of a station.
X Through a Station Pay Order to be exchanged at a station
You shall receive the refund through a Station Pay Order only if you reside within the jurisdiction of South Central Railway. Refund issued on Pay Orders can be encashed in person with a proof of identity, like driving license/passport/ration card etc. You can also encash them through a representative, provided he is given appropriate authorisation. The representative is also required to carry proof of identity at the time of encashment.
X By Money Order or a crossed Cheque
If you reside outside the jurisdiction of South Central Railway, your refund will be sent through Money Order/Crossed Cheque.

CLOAK ROOMS

Most major stations leave cloak rooms and lockers where you can have your luggage upto one month, on payment of prescribed charges. This passenger amenity ensures safe custody of your luggage, giving you the freedom to spend a day or two as you desire.

The process of depositing your luggage in the cloak room has been simplified for your convenience. All you have to do is to deposit the luggage duly locked whereupon a receipt will be given to you. The receipt should be surrendered at the cloak room for taking delivery of your luggage along with the payment of prescribed cloak room charges. The receipt while surrendering should be signed as an acknowledgement for the receipt of your luggage. Delivery of luggage will not be done without the surrender of your receipt.

Please ensure that all baggage/hold-all/travel bags are locked securely. Otherwise, these may not be accepted by the Railway Personnel.

RETIRING ROOMS & DORMITORIES

Another passenger amenity provided at several important stations is AC & Non-AC Retiring rooms & Dormitories. These serve as transit accommodation for passengers. Only those holding a valid ticket for inward/outward journey, are eligible to apply for the use of the Retiring rooms & Dormitory beds, at reasonable cost.

How to apply for accommodation at the Retiring rooms & Dormitories ?

Application forms are available with the Station Manager/Matron in-charge of the Retiring rooms/Dormitories. You will also be required to present your journey ticket along with the completed application forms.

Allotment of transit accommodation

The rooms/beds will be allotted by the Station Manager/Matron, based on availability. The genuineness of the passengers holding the ticket, will first be verified prior to the allotment of rooms/beds. You will also be required to pay the stipulated charges, before the keys of the room are handed over or the bed number in the Dormitory is intimated to you.

Availability of transit accommodation

The vacancy positions are generally notified on a notice board. Otherwise, the vacancy position may be ascertained from the Station Manager/Matron.

Tariff calculation based on period of stay

For Dormitories/Retiring rooms –24 hours or part

The charges will be collected for the full irrespective of the period of stay. In case the Retiring room is occupied for more than one day, the charge for the subsequent day will be 25% more for each day.

The tariff is available with the matron.

Please note

  • The maximum number of days allowed for stay is two days only. No extension beyond this will be granted.

  • While vacating the room, please inform the Matron and hand over the keys.

  • If any loss/damage to Railway property is noticed during your occupation, you will be asked to compensate the loss/damage, before vacating.

  • Do not cause any inconvenience to the other occupants of the retiring rooms & dormitories.

 

Other Passenger Amenities Available At Stations.

Wheel chairs and stretchers.

These are available at certain stations and can be obtained from the Station Manager. The rate payable to porters for assistance with wheel chairs, can be obtained from the Station Manager.

    Stretchers are also available at select stations for the use of needy Passengers.

    MEDICAL AID

    Medical aid for the travelling public is provided by the Railways as a matter of courtesy.

    A first aid box is available with all Station Managers and also with the guards of each train, who are trained in rendering first aid.

    For emergencies on train, please contact the TTE/Train Supdt. They will pass on the message to the next station, where a Railway doctor can attend to the patient at an nominal charge.

    Wherever hospitalisation is required, the patient may need to discontinue the journey. In such instances, suitable arrangements will be made to guide him to the government hospital.

    Names of the private practitioners, nursing homes and government hospitals, with telephone number, address and distance from the station, are displayed at all stations.

    TIPS FOR A SAFE AND COMFORTABLE JOURNEY:

    1. Arrive early at the station to avoid rushing to your train.
    2. Do not carry or use inflammable/combustible material in compartments.
    3. Do not through lighted match or cigarette buds in coaches.
    4. Avoid foot board or door travel.
    5. Watch your step while boarding or leaving the train.

    6. Do not smoke in the compartments. This could cause inconvenience to fellow passengers.

    7. Fold up the back rest cum bed between 6:00 A.M and 09:00 P.M as a consideration towards fellow passengers.

    8. Please report lost or misplaced article left on trains or at stations to the Railway Authorities.

    9. Use the chain link fastening below your berth to secure your luggage.

    10. Refrain from consuming alcohol as a consideration to other passengers.

    * You are allowed to carry luggage along with with you, in your compartment, at no extra cost, if it does not exceed the free allowance. However, you should avoid carrying offensive, explosive and dangerous articles.
    *Prams, Umbrellas, TV sets,Laptop computers and Wheel Chairs for handicapped passengers are permitted within Free allowance and can be carried in person.
    * Free Allowance is not admissible on articles like cycles, scooters etc. Modified Scooter and Motorised Tri-Wheeler moped belonging to Orthopaedically Handicapped Persons may be booked in Brake-Van, accommodation permitting,(not in compartment) at 75% concession in charges provided that it is carried by the same train in which the concerned Orthopaedically Handicapped Person is travelling, on the production of the certificate from Government Doctor.
    *Please approach the Luggage Booking Office at least 30 minutes prior to the departure of train in order to have your luggage weighed by the Railway authorities.
    Please Note:
    * Children aged 5 and below 12 years will be allowed half of the above quantity to the maximum of 50 kg.
    *Luggage in excess of the Free Allowance indicated alongside should be booked at the Luggage Office, paid for and your tickets endorsed by cross-referencing the luggage ticket number, before commencing your journey.

     Tips to carry baggage:
    1. Travel light. Make sure your luggage is within the maximum weight limit stipulated.
    2. Minimise inconvenience to fellow passengers by not carrying heavy and oversized baggage.
    3. Convenient baggage dimension limits to be carried inside the compartment.
    100 cm x 60 cm x 25 cm for all classes except AC 3 Tier and AC Chair Car. 55 cm x 45 cm x 22.5 cm for AC 3 Tier and AC Chair Car. If you are carrying baggage in excess of the above measurements or maximum weight limits, please book the same to be carried in Brake/Luggage Vans of trains


     

    PENALTIES FOR IRREGULAR CARRIAGE OF LUGGAGE BY PASSENGERS:

    If you are found travelling with unbooked or partially booked luggage in excess of the free allowance, you are liable to be charged or penalty, either at stations enroute or at the destination station.

The excess weight will be charged Six times the luggage scale rate (subject to a minimum of Rs.50/-). Other tickets will stand cancelled.

    CARRYING OF PET DOGS
    1.You can take your pet dog along with you in AC First Class or First Class, provided you reserve either a two berth or a four berth compartment only for your use, paying the luggage scale rate for 60 kg.

    2.Passengers travelling in other classes are not permitted to carry the dog along with them. The dog can be booked and carried in the Luggage/Brake Van paying the luggage scale rate for 30 kg. Specially designed Dog Boxes are available in the Brake Van for this purpose.


    3.The minimum luggage scale rate is Rs.30/- per dog.


    4.Passengers may contact the Luggage Office to book their Pet dogs. Passengers detected carrying dogs  unbooked will be charged six times the luggage scale rate subject to a minimum of Rs.50/-.


    CLAIMS FOR GOODS AND PARCELS

    1. Non-receipt of goods and parcels can be reported to the Non-Receipts Cell (N.R.Cell) at the Headquarters office or at Divisional Offices for tracing the goods/parcels.

    2. For goods and parcels not received, short received or damaged, a claim has to be made to the Chief Claims Officer, South Central Railway, Secunderabad-500071 for consignments booked to stations on South Central Railway

    3. Claims have to be made in the prescribed format which is published else where in the Time Table.

    4. Please enclose necessary documents along with your claim application.

    5. Claims have to be preferring within six months from the date of entrustment/booking of the goods.

    6. Consignors submitting such claims must enclose the letter of authority from the consignee as a claim is normally paid to him.

    7. Under section 103 of the Indian Railways Act, 1989, the consignor should declare the value of the consignment and pay percentage charge on excess value in order to be eligible for a compensation equally to actual value of the consignment. Otherwise, the claimant will only be compensated at the rate of Rs.100/- per kg for baggage and at the rate of Rs.50/- per kg for other goods.

    8.FIRE HAZARD
    You are requested not to carry any inflammable or combustible materials, when you travel. Please avoid throwing lighted matches or cigarette butts in coaches. Refrain from using stoves and sigris inside the compartments. These can cause fire hazards.



    BOOKING OF RESERVED CARRIAGE/TOURIST CARS/SALOON AND SPECIAL TRAIN AT FULL TARIFF RATES:

    1.To facilitate group travel, the Railways provide carriage/tourist car/saloon and even special train. Application for these should be made in prescribed form and sent to the Chief Operations Manager, S.C.Railway, Headquarters Office/Secunderabad. Please include a Cash receipt/Money Receipt of Rs.10,000/- per coach or 1,50,000/- per special train subject to minimum of 15 (Fifteen) Coaches as security deposit.


    2.Charges includes fare, service charge, Safety surcharge detention charge and empty haulage charge. The minimum distance is chargeable is 500 Kms. for one way and 1000 km for round trip.


    3.Mail/Express adult fares will be levied on point to point basis for the carrying capacity of the coach or actual number of passengers travelling whichever is more. No concession is granted to students, senior citizens, freedom fighters etc.,


    4.Further details can be had from the nominated tour originating Stations over South Central Railway.

    COMPENSATION FOR TRAIN ACCIDENT OR UNTOWARD INCIDENT

    1.Indian Railways have insured every Railway passenger against her/his death or injury in train accidents as defined under section 124 of Indian Railways Act 1989. Similarly every Rail passenger and platform ticket holder is also insured against death or injury on account of (Un toward incidents) as defined under section 124 A of the Act such as death/injury on account of commission of a terrorist act, violent attack, robbery, dacoity/rioting, shootout, arson by any person in or on any train carrying passenger or in the waiting hall, cloak room, reservation or booking office on any platform or in any other place within the precincts of a Railway station for accidental falling of any passenger from a train carrying passengers.

    2. The dependents of dead or injured passenger or his authorised agent have to approach Railway Claim Tribunal which decides the claims. Compensation for deaths or a permanent disability is Rs.4 Lakhs. In case of injury the minimum amount is Rs.32,000/- and maximum is Rs.4 Lakhs depending upon the gravity of injury.

    3. Immediately after the accident or untoward incident has taken place, ex-gratia amounting to Rs.15,000/- to the grievously injured and Rs.500/- to the simple injured is also given to take care of immediate needs.

    INDIAN RAILWAYS ACT, 1989

    1. Some of the important provisions relating to Rail Passengers as envisaged in the Railways Act, 1989 which came into force from 1st july, 1990 are indicated below for information of the Rail passengers.

    2. Ticketless travel: When a passenger is found travelling without a pass or ticket, he will be charged with a single journey fare for the distance he travelled plus Rs.50 or equivalent amount of fare whichever is more (Sec.138).

    3. Fraudulently Travelling: In case a person travels without a ticket and with intent to defraud the Railway he shall also be leviable to a fine upto Rs.100/- and or/imprisonment upto 6 months.(Sec.137).

    4. Transfer or Sale of Ticket: In case of Transfer/Sale of Railway ticket unauthorisedly the penalty may extend upto Rs.500/- and/or imprisonment upto 3 months (Sec.142).

    5. Alarm Chain: In case of mis-use of Alarm Chain a fine of Rs.1,000/- and/or imprisonment upto one year may be imposed (Sec.141).

    6. Entering carriage Reserved for Females: If a male person enters a carriage reserved for females or having entered such carriage remains therein he is liable for fine upto Rs.500/- apart from forfeiture of his pass or ticket (Sec.162).

    7. Unlawful carrying Dangerous Goods: If a person takes with him any Dangerous Goods in contravention of Sec.67, he shall be punishable with imprisonment upto 3 years and/or fine upto Rs.1,000/- and shall also be liable for loos or damage which may be caused by reason of bringing such goods on the Railway (Sec.164).

    8. Drunkenness or Nuisance: If a person in a Railway carriage –
    a. is in state of intoxication.
    b. Commits any nuisance he may be removed from the Railway carriage and shall also be liable for imprisonment upto 6 months and fine upto Rs.500/- (Sec.145).

    9.Travelling on Roof/Steps of Carriage : If any person after being warned by a Railway servant persists on travelling on the Roof steps or Foot board of any carriage he is liable for imprisonment upto 3 months and/or with fine upto Rs.500/- (Sec.156).

    10. Smoking: No person in any compartment of a train shall, if objected to by any other passenger in that compartment, smoke therein, whoever contravenes the above provision is liable for a fine upto Rs.100/- (Sec.167).

    11. Theft of luggage : In the case of luggage which is carried by the passenger in his charge, the liability for any loss, destruction or damage shall be with the passenger. However, in case of Theft of luggage and other belongings, Robbery or Dacoity in running trains, the Form for lodging report with the Police are available with Train conductors, Coach Attendants, Guards and G.R.P.Escorts. After properly filling the form, it may be handed over to one of the Official mentioned above for Registration of the report at the next Police Station. Passengers are not required to break their journey for lodging their report with the Police.

    12. Railways liability on Loss of booked consignments: Persons booking consignments should declare the value of such consignments in writing and pay the prescribed percentage charges on the value exceeding Rs.100/- per kg in the case of Luggage and Rs.50/- per kg in the case of other consignments. If no such declaration is made and the additional percentage charges paid then in the event of loss, destruction or damage to the consignment the amount of liability of the Railway shall not exceed the amount calculated at the rate of Rs.100/- per kg in the case of Luggage and Rs.50/- per kg in the case of other consignments. Offences under Indian Railways Act:

    1. Carriage of dangerous/offensive/inflammable goods.
    2. Men travelling in ladies carriage.
    3. Smoking in Railway carriage without the consent of fellow passengers.
    4. Drunkenness of nuisance on a Railway.
    5. Unauthorised entry into reserved carriage.

  • RULES REGARDING BOOKING OF LUGGAGE

    Cloak Room

    Cloak rooms have been provided at all major stations. A passenger can deposit his luggage in the cloak room for a maximum period of one month on payment of the following charges:

     
      Cloak Room Locker
    1. For first 24 hrs or part thereof Rs.10/- per package Rs.15/-
    2. Next 24 hrs or part thereof Rs.12/- per package Rs.20/-
    3. Subsequent 24 hrs or part thereof Rs.15/- per package Rs.25/-
      Carriage of Luggage:
    1. The personal effects of a passenger which are normally required in the course of travel and immediately thereafter alone will be booked as luggage. Bulky articles, offensive goods, explosives and dangerous goods will not be booked as luggage. Passengers are requested to carry only the minimum necessary luggage with them in the compartment and to book the rest in the luggage vans attached to every train.

    Trunks, suit cases and boxes having outside measurements which exceed 100 cms in length, 60 cms in breadth and 25 cms in height should not be carried in passenger compartments and should be booked in brake vans.

    Maximum size of trunks/suit cases that can be carried in the AC 3-tier compartments is 55 cms x 45 cms x 22.5 cms (22" x 18" x 9").

    Bulky articles General Merchandise and heavy articles in considerable quantity intended for commercial business shall not be accepted as Luggage and should be booked as parcels. Any of the dimension exceeds i.e., 1 M in length, 1 M in breadth and 0.7 M in height of the package, suit cases/boxes etc. even the weight is less than 100 kgs. Will be treated as bulky articles and the charges may be levied at double tariff rates. In case of any one of the dimension of the package exceeds by ten percent (10% of the specified outside measurements but the weight is within 100 kgs, it will not be treated as bulky articles and charges in such cases will be levied at normal rates. Only one scooter/Motor cycle/Moped can be booked as luggage on a ticket.
